"Social Development" launches a “To Whom It May Concern” certificate for people with disabilities

The Ministry of Social Development and Family added on its website a new electronic service, which is a request to submit a “To Whom It May Concern” certificate for persons with disabilities (for Qataris only), which was launched by the Ministry’s Department of Community Care for the Elderly and Persons with Disabilities in cooperation with the Ministry of Public Health, represented by the Relations Department. Medical and treatment abroad.

This service aims to set a clear framework for the procedures and determine the entity responsible for issuing the certificate, which is the Ministry’s Community Care Department. The type of disability is also determined (permanent or temporary) according to the medical report issued by the General Medical Committee at the Ministry of Public Health.

The applicant must also visit the Ministry’s website via the link: https://www.msdf.gov.qa, enter the services icon, then choose the community care service, fill out the form available on the website, and attach the required documents and supporting papers, which is a recent medical report not exceeding 6 months from the date of issue and a copy of the ID card. As for cases of persons with disabilities who receive treatment outside the country, a copy of the appointment is attached.

The mechanism for issuing this certificate is by sending a letter from the Community Care Department to the Medical Relations Department and the General Medical Committee attached to the documents required for the applicant, and then a response is made by the competent medical committee and a statement if the person has a permanent or temporary disability or does not have a disability. After evaluating the case, the certificate is issued.

Mrs. Reem Al-Ajmi, Director of the Community Welfare Department at the Ministry of Social Development and Family, said: “Making the certificate available electronically would make it easier for people with disabilities to review it, and save working time by applying through the Ministry’s website or coming in person to the headquarters of the Community Welfare Department at the Ministry of Social Development and Family.” "

Providing this electronic service comes to achieve the goals of the National Development Strategy to achieve the goals of Qatar Vision 2030 and within the Ministry’s policy. The Ministry also provides many electronic services, as part of its strategy for digital transformation of services provided to the public instead of relying on paper transactions to achieve excellence in performance, speed of completion, and simplification of procedures.

Dr. Ghalia Al-Harami, Director of the Department of Medical Relations and Treatment Abroad at the Ministry of Public Health, said: “The launch of the electronic To Whom It May Concern Certificate service represents an enhancement of cooperation between the Ministries of Public Health, Social Development and Family, in order to facilitate and simplify procedures and transactions related to people with disabilities.”

Dr. Al Harami added: “The new procedure is in line with the plans and programs of the Ministry of Public Health aimed at enhancing services provided to people with disabilities and all groups most in need of care among the population of the State of Qatar.”
