MSDF Minister Highlights Social Development, Family Cohesion, and National Identity at National Development Forum

Under the patronage of His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister, Minister of Foreign Affairs, and Chairman of the National Planning Council, Her Excellency Ms. Buthaina bint Ali Al Jabr Al Nuaimi, Minister of Social Development and Family, participated in the National Development Forum.

Her Excellency joined a panel discussion alongside several Ministers, focusing on the social development pillar and the crucial role of the family, community, and national identity in supporting the national prosperity drive and achieving the goals of Qatar National Vision 2030 (QNV 2030).

During her participation, H.E. the Minister reviewed the Ministry’s key efforts within its strategy of "From Care to Empowerment," which aims to enhance the quality of life for all citizens and residents. This is achieved through developing social policies and programs to ensure an inclusive and empowering society for vulnerable groups.

H.E. pointed to the issuance of the new Law on the Rights of Persons with Disabilities, which marks a qualitative shift, ensuring fair access to educational, health, and employment services, in addition to enhancing physical and technological accessibility. She emphasized the pivotal role of Mada Center in supporting digital inclusion for everyone, including persons with disabilities and the elderly.

H.E. also addressed the efforts directed towards the elderly (Kibar Al Qadr) through launching the Ehsan Center’s strategy, which focuses on integrating them into the development process through programs and initiatives that enhance their active participation. This includes expanding the network of social clubs and opening the Kibar Al Qadr Council in Katara, reflecting the State's commitment to raising the quality of life for this group.

H.E. further confirmed that housing and social security are top priorities, directly supervised by H.E. the Prime Minister. Efforts are in advanced stages to strengthen the social protection system and address current legislative and service challenges for vulnerable groups.

She also noted the expansion of the economic empowerment program for productive families and the marked development in financial literacy programs targeting families and youth. H.E. highlighted the vital role of the Social and Sports Activity Support Fund (Daam) in enhancing the quality of life through funding specialized community initiatives.

H.E. the Minister then discussed the importance of strengthening family and community ties, affirming that family stability is a fundamental pillar of social development. The MSDF is actively reviewing relevant legislation to ensure alignment with national directives supporting the family.

In this context, she pointed out that the new Human Resources Law includes flexible options and leave provisions that support working mothers in achieving a balance between their family and professional responsibilities, alongside incentives encouraging marriage and stability. H.E. also addressed the Family Education curriculum launched for secondary school students, which is being expanded to all educational stages in partnership with the Ministry of Education and Higher Education. Additionally, she highlighted the significant development in awareness, guidance, and pre-marital qualification programs offered by the Wifaq Center.

H.E. also affirmed the importance of partnership with civil society organizations and private non-profit institutions in reinforcing community cohesion, mentioning the launch of a financial support program for associations and the allocation of headquarters to enable them to expand their activities. In this context, she announced the launch of the National Volunteering Platform at the beginning of next year, which will unify efforts and establish an integrated system of policies, legislation, and standards to regulate volunteer work nationwide.

She also touched upon the charity and humanitarian work strategy launched by the MSDF, which directs charitable efforts toward local initiatives serving the Qatari community, praising the Sanadi Platform—a key achievement of the Regulatory Authority for Charitable Activities—for enhancing transparency and ensuring donations reach rightful recipients.

In the context of discussing national identity and Qatari culture, H.E. the Minister stressed that identity is the foundation for all social programs and policies, and the family is the first incubator for instilling religious, moral, and cultural values in children. She noted that the Arabic language faces genuine challenges, not only as a communication tool but as a vessel for culture and the structure of identity. This requires cooperation and integration among all governmental, private, and civil society sectors, as well as families.

H.E. also reviewed the Ministry's efforts in early childhood awareness, confirming that the Parenting Education Center, set to launch early next year, will support parents by providing them with appropriate educational skills for different age groups. She also referred to the Tanshea Program, one of the most successful preventive programs for adolescents, executed in partnership with the Ministries of Education, Health, Sports and Youth, and Endowments, with research follow-up and evaluation from the Doha International Family Institute. Furthermore, H.E. emphasized the Ministry's support for traditional crafts and industries by providing marketing platforms for productive families, thereby contributing to income sustainability and the preservation of tangible heritage.

In conclusion, H.E. Ms. Buthaina bint Ali Al Jabr Al Nuaimi reaffirmed that social development is a fundamental pillar of the State's progress, and achieving qualitative and sustainable advancement requires strong partnerships and close cooperation among various sectors. This will ultimately foster a cohesive, empowered community that adheres to its identity and values, aligning perfectly with Qatar National Vision 2030.
