The Ministry of Social Development and Family (MSDF) concluded 2025 as a landmark year, characterized by the launch of transformative national strategies, pioneering legislation, and a reinforced global presence. Operating under the theme "From Care to Empowerment," the Ministry’s efforts have centered on transitioning social services toward sustainable human development, aligning with Qatar National Vision 2030.

Strategic Pillars: The 2025–2030 National Strategy

A defining moment of the year was the inauguration of the MSDF National Strategy (2025–2030). This comprehensive framework serves as the roadmap for:

  • Transitioning from traditional care models to social and economic empowerment.
  • Strengthening the family unit as the bedrock of society.
  • Enhancing the inclusion of women, persons with disabilities, and the elderly.
  • Expanding strategic partnerships with the public, private, and civil sectors.

Legislative Breakthroughs & Digital Inclusion

2025 marked a qualitative leap in legal protections with the issuance of Law No. (22) of 2025 on the Rights of Persons with Disabilities.

  • Legal Protections: The law guarantees equal access to education, healthcare, employment, and digital services.
  • Digital Accessibility: MSDF launched the "Yusr" digital platform to facilitate seamless access to services for persons with disabilities and their caregivers.
  • Future Planning: The Ministry debuted the Mada Center Strategy (2026–2028) to further spearhead digital inclusion policies.

Economic Empowerment: The "Home-Grown" Initiative

The Ministry achieved significant results in fostering financial independence through its "Min Al-Watan" (Home-Grown) initiative.

  • Direct Support: The initiative supported over 708 productive families, including 620 women and 78 men.
  • Project Growth: 75 new production projects were launched, involving 68 participants from social security categories.
  • Policy Reform: In a major move to support local entrepreneurs, the Ministry approved the cancellation of the 20% profit deduction previously taken from productive families.
  • Market Access: Families participated in 19 seasonal markets and over 64 community events, including the Winter Bazaar and the Qatar Agricultural Exhibition.

Social Cohesion & Community Engagement

MSDF launched several high-impact awareness campaigns and community programs:

  • The Rawda Award: The first national award dedicated to honoring excellence and innovation in social work.
  • Family Awareness: Programs included the "First Year of Marriage" TV series and podcasts dedicated to the rights of the elderly.
  • Financial Literacy: A dedicated program reached 644 participants through 16 specialized lectures.
  • Volunteerism: The establishment of the National Volunteer Lab to modernize the volunteering ecosystem in Qatar.

Global Leadership & International Cooperation

Qatar’s leadership in social development was showcased on the world stage:

  • Global Summits: Qatar chaired the 45th Social Summit in Jordan and participated in major forums in Japan (Expo Osaka 2025), Russia, and across the GCC.
  • World Disability Summit 2028: MSDF signed a Memorandum of Understanding with the International Disability Alliance to host this prestigious global event in Doha.
  • The Social Summit: Hosted in Qatar, this high-level summit resulted in the Doha Declaration, providing a platform for heads of state and experts to tackle global social challenges.

Awards and Institutional Excellence

The Ministry's commitment to excellence was recognized through numerous accolades:

  • GCC Digital Government Award: For the "Sukoon" app, which digitizes the Unified Arabic Sign Language Dictionary.
  • Institutional Governance: Awarded the ISO 38500:2024 certification for IT governance.
  • Qatarization: Honored for meeting national targets in the localization of government jobs.
  • Transparency: Received recognition from the Administrative Control and Transparency Authority for implementing the Right to Information Law.
